CUSTOMER STORYA long-lasting partnership with Celcom Axiata
Celcom Axiata is one of the major mobile telecommunication providers in Malaysia.
TIMWETECH and Celcom have been partners since 2012. Since then, TIMWETECH has developed and implemented different projects through its tailor-made proprietary platforms.
2012
TIMWETECH started working with Celcom in October of 2012 when the mobile operator launched an RFP to find a single partner to aggregate all the branded services and third-party content providers as well as to manage their entertainment portals – “The Cube”. Celcom’s main goal was to be leader in terms of VAS revenue generation.
The project encompassed the redesign and development of a new mobile and web sites. It required extensive integrations with backend systems: Identity Management Module (SSO), Business Intelligence System, Customer Service Portal, Payment Gateway, CRM Module, Location-based System, IPTV Services, VAS Content Management System, Mobile Wallet, Social Network Services, Campaign Management System, Music Suite, ADMS, Next Best Action, MPGS and Voice Portals.
The solution was delivered in three main phases.
The first phase was delivered four weeks after the design sign approval and included:

- Site redesign;
- New functionalities;
- Integration with 15 external sites;
- Deployment of a Content Management System;
- Integration with five of Celcom’s backend systems.

TIMWETECH delivered two completely new sites (Mobile web and Web), aggregated all the third-parties in its proprietary platform and launched new branded services (subscription clubs, HTML 5 thematic portals, etc.).
The second and third phases were delivered in five months and included the deployment of a local data center, the host of functionalities and the remaining backend integrations (that included 100 different APIs, the adaptation of User Interface, User Experience guidelines and PSD’s).
TIMWETECH was able to achieve great results in terms of revenue growth (from the services and mobile campaigns), increase the unique users in the services, and have world class service uptime (99,98%), underlying the solid technical and marketing expertise of TIMWETECH. Based on these results, the contract has been renewed ever since, with TIMWETECH’s Marketing and IT teams supporting, on an on-going basis, Celcom in the launch of new services and development of new campaigns.
2015
In 2015 Celcom launched another RFP for a Master Aggregator Solution, as they wanted to become more efficient in managing their third party’s services and be able to handle all the business logics and controls for each level of service offered. TIMWETECH was once more the selected partner due to our vast experience in complex solutions’ deployment and the deep knowledge of Celcom’s particular aspects of technology implementation.
TIMWETECH has been Celcom’s Master Aggregator since 2015, managing and provisioning all branded and third-party VAS service providers, providing relevant functionalities such as the Business Flows that use different mechanics and validation rules depending on the service offered: government and public interest, Celcom branded services (IOD & Subscriptions), third-party services (IOD & Subscriptions), Bulk SMS, Banking notification; improved and customized reporting and analytics, etc. With TIMWETECH’s efforts, the overall complexity and associated pain points were nullified, enabling revenue growth and costs decrease for Celcom.
As requested by Celcom, TIMWETECH also implemented its Customer Care Tool, that enables the control of all customer activity, from message flows to service acquisition, also allowing the activation/cancelation of services and customer refunds.
2019
In 2019 Celcom launched an RFP for a Service Delivery Platform – a modern, scalable and robust platform that is capable of acting as a single solution enabled to all partners, ensuring a centralized and modern information management system, with Revenue and Fraud control processes and comprehensive API Layer for partners.
TIMWETECH is implementing its partner Management Platform – Partner Hub™ – the platform will be responsible for handling all the business logics and controls imposed to partners, as well as the types of products and services that will be available.
These projects, among others of a considerable scale that we have led over the past few years, have allowed us to gain a unique cross-cutting expertise in the various areas of the mobile business, as well as an in-depth knowledge in media planning and management.
Side by side with Celcom, we expect to continue growing and evolving, following the movements and demands of the Malaysian market, responding to the challenges they pose to us, but also using the best practices and innovations we have also collected in other markets.
